    Collins, the dean of the College of Education at Grand Valley State University, declined the job for personal reasons, officials said Tuesday.

    Marcia Hogan, chairwoman of the college's board of trustees, said Collins delivered the news in a Monday phone call.

    The St. Clair County Community College Board of Trustees has named Elaine Collins as its top pick to be the college's next president.

    Trustees on Thursday approved scheduling a one-day site visit to Grand Valley State University, where Collins is the head of the College of Education.

    The decision was made after each trustee openly ranked the three presidential finalists and representatives from six college groups, including the faculty and the executive leadership team, named their favorites.

    Representatives from several of the groups and several trustees said it was difficult to decide between Collins and finalist Darlene Miller, president of Manchester Community College in New Hampshire.

    Dr. Elaine Collins, the dean of education at Grand Valley State University, answered questions for the college's Board of Trustees at 4:30 p.m. Wednesday.

    Collins previously has served as Vice President of Arts and Sciences at West Shore Community College in Scottville.

    "I see an institution on the brink of greatness," Collins said in her opening remarks.

    Collins said she would like to build a "culture of learning," focusing on the features of the surrounding area, such as maritime history.

    Collins said the curriculum of the college would have to stay relevant by looking at local needs. For example, she said an emphasis on the nursing department would work well because of the number of hospitals in the area.

    She said she is interested in "trying to steer public perception away from education as a commodity. ... Education is an investment in the common good."

    She said in the past, she has used a "diversity advocate" during searches for job candidates, and believes ethnic, religious, gender, socio-economic, and opinion diversity is important, and that it would be good for the college to come up with its own definition of diversity.

    To attract students from outside St. Clair County, she said she would increase the visibility of the college's selling points, including the nursing program and the volleyball team.

    She said it's important for the college to have up-to-date technology, and that she accomplished this at Grand Valley.

    "I have taken the lead role in our university to take it up to cutting edge," she said.

    When trustee John Adair asked Collins her opinion on student housing, she said it should be considered along with other ways to attract long-distance students, such as subsidized bus fare.

    Trustee Dianna Maxwell asked Collins if she considered the college a "stepping stone" or a long-term position.

    "I would hope that we could have the opportunity to work together until retirement," Collins said.
