    The PSC is examining how to improve the situation for residential customers, said spokesman Ed Collins, though he argued that it's not disappointing that fewer people are switching to new power companies.

    "Migration statistics reveal fluctuation, and that reflects customers making choices, which is a natural part of competition," Collins said.

    The PSC recently created the Office of Retail Market Development, which is supposed to make it easier for energy companies to do business and help consumers pick suppliers.

    The commission has asked for comments on how to improve the retail market for small customers.Commission staffers made several recommendations last month, including uniform standards, a coordinated consumer education program and a price comparison guide.

    A review of the comments and recommendations is taking place, Collins said.
