  Denis Collins is asking the citizens of the 3rd City District for their vote.
  
  Collins was born in Cleveland and grew up in Georgetown.Denis is married to the former Pam Stevison.They have three children, Heather, Denny and Taylor.
  
  Collins has a bachelor of science in accounting from Tennessee Wesleyan College.He attended Vanderbilt University School of Banking.He is a graduate of the Graduate School of Banking at Louisiana State University.He has served as an adjunct member of the faculty of Cleveland State Community College teaching finance and banking.
  
  He has served as scoutmaster of Troop 612 Boy Scouts of America, member of Project Hope, past member of the Sertoma Club of Cleveland, past member of the board of directors of the Hiwassee Mental Health Association, past chairman of Providence Hill Ministries and past chairman of the Weed and Seed Steering Committee.
  
  Collins said Stan Martz is serving as his treasurer.

  Collins has been an adviser for credit unions of this type in Tennessee, Illinois, Texas and Arkansas.

  Denis Collins of the Bradley County Initiative Credit Union explains the loans by comparing them to a CD.
  
  "If you put a CD in a bank for a year, you know what rate you will make," he said.

  Collins said, "People come here (Bradley Initiative Credit Union) wanting to pay off their student loans, sometimes because they are in default -- usually we can't touch those interest rates."

  For former students paying back student loans, Collins offers some suggestions.
  
  "If a student is having financial difficulties, they need to contact their lender immediately to pursue deferment or lowered payments they can manage," he said.
  
  He also advises people to always pay debt with higher interest rates faster, whether it is a car or credit card.However, he does advise pursuing payment of student loans before making extra payments on a house, because a house is acquiring equity while a student loan is just a debt.
  
  "Paying a student loan is like paying any other debt.If you make the minimum payment, you will pay the most in interest over the term of the loan," he said.
  
  Students are offered a variety of options in how they pay back their loans, including Level, graduated and income based.
  
  Generally speaking, level payments offer the quickest pay back with the least amount of interest paid, but will fluctuate with interest rate changes, because it names a date the loan will be paid back.Different options suit different students' situations.
  
  Collins said, "I get doctors, lawyers who don't know their interest rate or the terms of the (student loan) -- people should really be more aware."

  Now, the BICU has 287 loans out representing more than $1 million, said bank manager Denis Collins.
  
  BICU offers savings accounts, financial literacy classes, direct deposits for payroll and social security payments, competitive interest rates on a variety of loans and CDs as well as other financial services.The Credit Union's mission is to provide lowcost loans, to promote savings, and to provide money management education.
  
  They've partnered with local programs like Families First to assist with check cashing."Those are mostly single mothers and it was ridiculous - they were spending two or three dollars at other places to cash a $12 check," Collins said.Now, they can cash their checks for free at BICU.
  
  BICU offers advice to members who apply for a loan and are rejected.BICU lets them know what can be done to clean up their credit before reapplying for a loan."We've had several people come in six months later and get a loan if they've done what we told them," Collins said.
  
  BICU is reaching out to the community in other ways, as well.They're teaching Money Smart classes to school students and adults.In 2004, 43 students graduated from Money Smart and in 2005 the financial literacy course is being taught to Head Start parents in Bradley, McMinn and Meigs counties.An age-appropriate version of Money Smart is now underway for third graders at Blythe-Bower Elementary School and after school students at Unity Center.
  
  The community has helped BICU in return, Collins said."Many civic organizations have opened accounts to help us with overhead," Collins said.
