Charles Collins, professor of geography at the University of Northern Colorado, and his wife Ruth entertained the membership with a slideshow of various outhouse styles, accompanied by humorous commentary. Collins opened by telling the crowd that, "when the government says it wants to help you, it means grab your wallet."
He then began the story about the government's attempt to "prevent promiscuous defecation." The audience laughed, but Collins pointed out that these were the exact words found in a government document.
The attempt to regulate outside toilets began during the Roosevelt administration and WPA, said Collins. He added that it may have been one reason some called it the "Roosevelt Relief Administration."
In a price entitled The W.P.A. Privy, Collins writes: "During the course of its existence, the Great Depression-inspired Work Projects Administration undertook widely varied tasks.

Collins said that his travels have taken to many countries where he studied privies. "Wherever I've gone, I've found that a basic need was met by a basic design. Only one government said you need this kind, this far from you house."
Both Professor Collins and Ruth are Colorado natives who grew up on farms. However, Charles said there is some question as to whether he actually "grew up" or simply got older.
He said he has probably given this presentation 30-40 times, mainly in northeastern Colorado in the Greeley, Fort Collins and Loveland area.
His interest in outhouses is two-fold. "Growing up on a farm we did not have indoor plumbing when I was young," said Collins, adding that the other reason is a bit more academic.
...
Collins said he found the "government connection" as he began researching outhouses via academic sources. "There is a temptation to say as I dug into the background of privies but I will avoid such an obvious pun," he said, adding that is truly amazing what a thorough literature search can reveal about nearly any topic, including how our tax dollars have been used to document our past.
Ruth shares his zeal for outhouses, he said. "She is a wonderful wife and must frequently tolerate my interests."
Professor Collins has been at UNC since 1970, and said he is now well into a second generation of students. -
