    Carole Collins would never credit the West Modesto/King Kennedy Neighborhood Collaborative with the creation of a clinic that offers medical care and a variety of other services to a long-deprived neighborhood.

    "The discussions really started many years ago - probably 30 years ago," Collins explains. "The residents have always asked for some form of health facility that could meet their needs."

    But she does credit the collaborative with being in the right place at the right time - and with the right approach - to push the clinic concept into a reality. The facility opened in May 2002.

    "It all happened on our watch. In 1997, Stanislaus County was closing down its hospital but county leaders were concerned about what that would mean to our area," Collins says.

    Collins says recent surveys show that people served at the clinic are coming from all over the county.

    "All of the different groups played a role; the whole community participated in the design and development of the center that they felt they needed," Collins says. "The result is that all of the community uses the center and it has become a wonderful asset for the whole county."
