Professional Experience
Carol Collins brings 25 years of government affairs and management experience to the Firm's practice. Her government relations expertise is based on representing clients before legislative and administrative bodies of local, state and federal governments.
Before joining Baker & Daniels' Government Affairs Team in September 1997, Carol served for nearly seven years as the Firm's Director of Marketing. Prior to that, she was the Executive Director of The Commission for Downtown for nearly four years. In these two positions, Carol gained experience in management, marketing, communications and strategic planning.
As General Counsel and Vice-President of Naegele Outdoor Advertising from 1982 to 1987, Carol handled corporate government relations and lobbying at the local, state and federal levels for this nationwide company. Prior to that, she was a full-time lobbyist for the Indiana Manufacturers Association, representing the interests of Hoosier manufacturers on environmental and energy matters before the Indiana General Assembly, members of Indiana's Congressional delegation, and federal and state administrative agencies. Carol was instrumental in the passage of Indiana's early hazardous waste legislation, and she participated in state administrative rulemaking on several environmental issues. In these positions, Carol developed extensive experience in consensus-building, client advocacy, and issue persuasion on public policy matters.
Carol's legislative experience dates back to her staff positions with the Indiana House and Indiana Senate in the mid-1970's. She was also an instructor of Political Science at Ball State University. Carol has been involved in local political organizations for more than 20 years, gaining grass-roots experience in campaigns, fundraising, and voter registration and turnout. She has received both mayoral and gubernatorial appointments to governmental boards and task forces, and she has been a frequent speaker on politics, government affairs, downtown development, and law firm marketing.
