    Brian Collins, executive director of Community Partners (Region IX), admitted that the leadership of the agency's board of directors is not anxious to take on the responsibility of such a pilot program."We don't know what position we should take," he admitted, "given the fiscal impact such a decision would have on the organization that was left behind."

    Despite the numerous changes made in the past to cut administrative costs, Collins and other area agency executives will most likely be looking at more in the future.
