   Brian Collins, executive director of Community Partners (Region IX), admitted that the leadership of the agency's board of directors is not anxious to take on the responsibility of such a pilot program."We don't know what position we should take," he admitted, "given the fiscal impact such a decision would have on the organization that was left behind."
   
   Because the resource center could not provide services, Community Partners would have to spin off the part of the agency providing direct services.Three years ago, Community Partners, then known as Developmental Services of Strafford County, Inc., was approached by the State to take over community mental health services when Strafford Guidance Center was threatened with closure.Their experience merging the two agencies gives them a good perspective of the work that would be involved.
   
   "It will cost us s significant amount of money to spin off another organization," Collins explained.

   Collins explained that he spent a lot of time and energy in the community, addressing community groups to repair that reputation.
   
   Another expense would be copying records for the new entity.The new HIPPA regulations have stringent safeguards to protect privacy."We have 10,000 clinical, medical records," he explained."Do you know how much it will cost us to copy those records?"

   It's not that Collins challenges the fiscal realities facing the State.He has experienced them firsthand.His agency has been operating on a tight budget for the last 12 years."We got a 2% rate increase four years ago," Collins said."For a period of eight years prior to that, we were flat-funded.
   
   "We invented or re-invented ourselves eight different ways to face the challenges, the finances and the moral imperative of meeting people's needs," he stated.
   
   Despite the numerous changes made in the past to cut administrative costs, Collins and other area agency executives will most likely be looking at more in the future.
