Barry Collins, human resources and testing director for Jones County Schools and a former school principal, said he could not pin the drop on any one factor.

"I think we have just made people more aware at the elementary level," he said."We have good kids and good parents."

He also cited school resource officers and character education as contributors to the low level of school crime.

Barry Collins, testing director for Jones County Schools, said the results were a little disappointing.However, he said the teacher qualifications were calculated early in the school year and didn't reflect teachers who received their licenses by the end of the year.

According to Collins, early EOC results from fall 2006 already show improvement, with scores nearly doubling in civics and economics.

"It always comes back to teacher quality," he said.
