Natalie Cohen Joins FSA as Director of Municipal Secondary Markets Underwriting
New York, New York, May 15, 2001 -- Natalie R. Cohen has joined bond insurer Financial Security Assurance as director of Municipal Secondary Markets Underwriting.She is responsible for determining the eligibility of secondary-market bonds for FSA insurance and will participate in developing FSA's role in on-line trading platforms, such as TheMuniCenter.

Ms. Cohen was most recently a principal in the New-Issue Underwriting Department of American Capital Access, where she underwrote credit risk and assisted in the structuring of investment grade and high yield insured bonds and project financings.Before joining ACA, she founded and ran National Municipal Research, which provided independent research and consulting about economic, demographic, political and financial trends affecting the fiscal condition of state and local governments.During this period, she wrote and published the monthly newsletter Fiscal Stress Monitor.
Her experience includes eight years underwriting reinsurance and financial guarantees at Enhance Financial Services Group, where she was vice president and manager of the Higher Education and Special Revenues Department.She was also a credit analyst at Moody's Investors Service, rating G.O., revenue and structured municipal securities, and a supervising analyst in the New York City Office of Management and Budget, where she began her career.
Ms. Cohen is well known for her studies and articles about municipal credit risk and bond performance.While at Enhance, she authored the widely distributed study "Municipal Default Patterns: An Historical Study."More recently, the Brookings Institution published her work on business location decision-making.She is a member of the Municipal Analysts Group of New York, the Municipal Forum, and the National Federation of Municipal Analysts and was formerly a member of the Bond Market Association Credit Research Committee.She holds a Master of Public Administration degree from New York University's Wagner School of Public Service and a BA from Hampshire College.
