    Albert Cloutier, who works for Industry Canada in the intellectual property division, said very little should change for schools under Bill C-60.

    In most cases, he said, online material is covered by existing legislation. But until a copyright holder takes a school to court over the use of their material, it's difficult to know what restrictions apply to schools.

    "Current rules will continue to apply, so the question becomes whether the current rules will allow it or not," Cloutier said in an interview from Ottawa.

    During consultation on the bill, it was agreed that information posted online without the expectation of compensation shouldn't be restricted. But the bill doesn't reflect that position as no agreement could be reached on how it would be applied and regulated.

    "For the time being, the bill will proceed as tabled, but the intent is that there would be further consultation," said Cloutier.
