Low-fare carriers and charter operators that have been unable to secure gate space at either O'Hare International or Midway airports likely would be the first airlines to use the new airport, said Jeffrey Climans, director of economic development services for Infrastructure Management Group.However, larger airlines such as Delta and United ultimately would offer flights from Lincoln as well, he said.
