She has hired a firm to survey parents and students to see if companies are fulfilling the requirement.

Clay of Oakland Unified said the district plans to tighten its rules governing marketing by providers."If it's not a written rule, they are going to try to get around it," she said."It's such a competitive environment for the providers."
