Nancy Clay, Associate Director
Nancy Clay consults in the areas of Competitive Sourcing, Navy Port Operations, Project Management/Analysis and IT Portal Management.
As an Associate Director at Cowan & Associates, Nancy's current project is with the Commander, Naval Installations Command (CNIC).
In this capacity, Nancy is assisting her client by managing the CNIC's A-76 Competitive Sourcing Program in the areas of Budget Analysis, Website Portal Management and Resource & Reporting Coordination for CNIC's various regions.
Prior to joining Cowan & Associates, Nancy worked as a Program Manager at the National Association of Child Care Resource and Referral Agencies (NACCRRA).
Here she directed enhanced referral program for military families to find and receive high quality child care; and managed budget, data processing and reporting for a multi-million dollar contract with the U.S. Army.
Nancy also served as a Quality System Consultant for the Pragma Corporation in Kazakhstan where she provided technical assistance to Small and Medium Enterprises (SMEs), operating in a Post-Soviet emerging market, on the development and implementation of quality management principles in accordance with international standards (ISO 9001:2000).
From 1995 to 2001, Nancy served as in a variety of assignments as a Surface Warfare Officer in The United States Navy.
Her shipboard tours included Operations Administration Officer aboard the USS Abraham Lincoln (CVN-72) where she managed ship's compliance to Status of Readiness and Training (SORTS) Reporting, a collaborative monitoring process encompassing many reporting departments performance metrics for their activities; and Division Officer aboard USS Paul F. Foster (DD-964) where she led a team of 19 fire control gunnery technicians and ensured the continuous operation of over $300 million worth of equipment through training, inspections and deployment to the Arabian Gulf under Operation Southern Watch.
As Commercial Activities Team Leader at the Naval Station Bremerton, Nancy managed the development of a Performance Work Statement (PWS) for the Navy's Northwest Regional Port Operations Department for incorporation into a Request for Proposal (RFP) for its potential privatization.
Efforts resulted in the US Navy maintaining operational control of activities due to cost/benefit analysis.
Nancy graduated from The US Naval Academy 1995 where she received her Bachelor of Science degree in Political Science.
