  The pollution tax would open up new business and employment opportunities for Australians, according to Deakin University's director of international and community development program Matthew Clarke.
  
  "Because initially the cost of the carbon permits will be very low then the cost of doing business and consuming energy will be very low," Dr Clarke said.
