   Prior to joining Fabiani & Company, Ms. Clarke served as Associate Director of the Washington, DC office of Governor Christine Todd Whitman (R-NJ), former EPA Administrator. In that capacity, she represented the State of New Jersey before Congress and the Administration on environmental, energy, human services and emergency management issues.
   
   Before joining Governor Whitman's staff, Ms. Clarke was Legislative Assistant to Congressman Jim Saxton (R-NJ), and managed all legislative activity related to health, human services and education policy. She also served on the House Committee on Veterans' Affairs, Subcommittee on Health, which has jurisdiction over the nation's veteran's hospital and health care system.
   
   Ms. Clarke began her career on Capitol Hill as Legislative Assistant to Congressman Richard Baker (R-LA) handling education, science and technology, and seniors' issues. Before that she was a policy and communications assistant at the national grassroots lobbying organization Empower America, founded by Jack Kemp, Bill Bennett and Jeanne Kirkpatrick.
   
   Ms. Clarke received her B.A. in political science from Louisiana State University and her M.A. from the George Washington University in political management.
