"Everything in this business is about incentives," said Tim Clark, Buffalo Niagara Film Commission executive director."The new package takes New York from one of the lowest states, in terms of incentives, to one of the highest. We are competitive, now."
The incentives cover production costs but not salaries for stars or directors.
Clark noted two movies that used Buffalo as a backdrop were actually shot in Canada because there were deeper incentives and tax credits offered there than in New York.

Clark said both would have shot in Buffalo had New York been able to offer a better incentive package.
Clark said since word of the incentive package hit the Hollywood trade magazines, he and other upstate film commissions have begun fielding more inquiries from movie producers. The incentive package was approved by state lawmakers two weeks ago and needed only Paterson's signature to become a reality.
"The incentives are going to make it easier for me to drive more people around town as they scout locations," Clark said.
