   According to Terry Clark, owner of Bay Truck and Equipment Sales, the barrels were taken off the old trailers they were discovered in and then left on his property for him to worry about.
   
   "The gentleman who's paying for the clean-up won't sign a manifest stating that he left them there," said Clark. "DEM won't do anything [to remove the barrels] until he signs it."
   
   Clark said the drums were left on his property as a result of a quarrel between two men, Brad Dean and Patrick Crowe.

   Making a long story short, Clark said Crowe bought his family's company, C-Line Trucking in April, though not the property where the trucks were parked.

   Dean in turn, not knowing that the land was Clark's and not Crowe's, left the drums there in retribution.

   Clark said Dean was in the process of selling some property in East Providence and probably needed to clean it up.

   "I don't know if Crowe left them behind or if they were Dean's to start with," said Clark, "but I think he brought them to our yard thinking Crowe owned it."
