In this position , Clark is responsible for fulfilling the contractual obligations of 2000 Democratic Convention Host Committee in the production of the convention. Those include security , transportation , telecommunications , public safety , and build outs at Staples Arena , the Convention Center and offsite locations.
   
   Clark has a local government consulting firm that advises several southern California cities , school districts and universities. In addition , Clark recently completed two research projects for the Tomas Rivera Policy Institute ; the first on Best Practices of Community Policing in southern California and on the second on the State of Latino Nonprofit Organizations and Associations in California.
   
   In Los Angeles , Clark has been a consultant to the Elected Charter Reform Commission where she developed policy and charter language on the structure of government , finance , contracting , the pension system , and other managerial aspects of Los Angeles city government. Prior to starting a local government consulting firm , Ms. Clark was a city administrator in a full service city of 186 , 000 and managed a $ 148 million budget.
   
   Shauna Clark has an MBA from California State University , San Bernardino where she is an adjunct professor of Public Administration. She is in the process of relocating to Los Angeles from San Bernardino.
