   TAMPA - Robert Clark Jr., a board member of the embattled Tampa-Hillsborough County Expressway Authority, filed an application Monday for a city council appointment.
   
   Clark is seeking a four-month appointment to replace Rose Ferlita, who is stepping down from her citywide council seat to serve on the Hillsborough County Commission.

   Clark said his involvement with the Expressway Authority shouldn't hurt his chances of winning the council appointment.
   
   "I believe in good government," Clark said. "You'll see I'm involved in a lot of good things. I'd like to be a team player."
   
   Clark is president of Tampa Steel Erecting Co. and serves on several community boards.
   
   Problems with the Expressway Authority began when Clark asked lobbyist John Beck to meet with applicants for a legal contract.
