   Rear Admiral Robert M. Clark Rear Admiral Rear Admiral Bob Clark is a native of eastern Pennsylvania where he attended Allentown College of St. Francis de Sales. He earned his degree in Economics, minor in Mathematics, graduated with honors finishing first in his department. He entered OCS in Newport, R.I., and was commissioned in December 1972.
   
   After attending the initial prototype Surface Warfare Officer School, he was assigned his first of four sea tours. In January 1973, he reported aboard USS Newport (LST-1179) underway in the Caribbean, North Sea and north and east Atlantic. He transferred to USS Truett (FF-1095) for a brief tour and UNITAS cruise enroute Destroyer School in April 1976.
   
   After graduating from SWOS Department Head School, Class 52, in September 1976, he reported aboard USS Johnston (DD-821) as operations officer where he earned two Battle Efficiency awards, six Departmental Awards (CIC, ASW, Communications) and his ship was runner-up for the prestigious Arleigh Burke Award as the most improved ship in the U.S. Atlantic Fleet.
   
   In February 1979, Rear Adm. Clark was selected as the operations officer for Destroyer Squadron (CDS) 30 where his six destroyers maintained an extremely high level of Op Tempo. He was selected for postgraduate school and as an Olmsted scholar for a follow-on tour but he finished his initial active duty in October 1980.
   
   Since his transfer to Navy Reserve in November 1980, Rear Adm. Clark has been assigned: Fleet Training Group, Commander, Naval Surface Force, U.S. Atlantic Fleet (COMNAVSURFLANT); Commander, Naval Surface Group MED (COMNAVSURFGRU MED); Commander in Chief, U.S. Naval Forces Europe (CINCUSNAVEUR) and Readiness Command (REDCOM) 4 where he successfully completed tours up through commanding officer, chief staff officer and chief of staff.
   
   Rear Adm. Clark was recalled overseas during Operation Desert Storm (ODS) ('90-'91) to CINCUSNAVEUR where he spent six months as Acting N51, Plans Branch Head, and an active participant in ongoing ODS operations.
   
   After multiple assignments to senior operational staffs, Rear Adm. Clark was selected in October 1997 to be the first Navy Reservist assigned to a CINC staff to serve and function as the chief of staff (R) and was an active participant in Kosovo and daily staff operations. Effective October 1999, Rear Adm. Clark assumed his first Flag assignment and was dual hatted as Commander, Military Sealift Command, Atlantic and Europe (Mobilization). Significant collateral duties included: Functional analysis of the Naval Control of Shipping (NCS) organization; QMB for Manpower Recruiting and Retention 2010; NR O-5/O-6 QMB for Command/Non-Command Screening Board; J4 Global 2000; and, numerous projects relating to Military Sealift Command.
   
   Effective October 2001, Rear Adm. Clark assumed duties as Deputy Commander Second Fleet, Deputy Commander Joint Task Force (DCJTF) 120 and 950, and Deputy Commander for Navy North Fleet East (NAVNORTHFLTEAST). He was responsible to the commander for: Transitioning assets to our new Fleet Response Plan (FRP); CSG, ESG and SSG pre-deployment certification; CJTF for Maritime Group In-port Exercises (MGIT); Numbered Fleet Model Manager for AADC Fleet Introduction; QMB Chair for NR O-5/O-6 APPLY process; QMB Chair for NR Mentoring Program; War Game support and numerous projects relating to Second Fleet.
   
   Additionally, from March 2002 to June 2004, Rear Adm. Clark assumed concurrent administrative duties as Commander, Readiness Command Mid-Atlantic, supporting 10,000 reservists across five states (Pennsylvania, West Virginia, Virginia, Maryland, and Delaware) and the District of Columbia. Effective October 2004, Rear Adm. Clark assumed his current duties as Director, Maritime Partnership Programs, Commander, U.S. Naval Forces Europe , Commander, Sixth Fleet. He also chairs Navy Staff Talks with the equivalent Chiefs of Naval Staffs for the countries in-theatre as well as direct support for the Commander and numerous other assignments.
   
   Rear Adm. Clark holds all Surface Warfare qualifications up to and including Command-at-Sea and Operating Forces Command. His personal awards include the Legion of Merit; Meritorious Service Medal; six Navy Commendation Medals, Meritorious Unit Commendation, two Battle Efficiency "E", National Defense with bronze star, three Sea Service, six Overseas Service, Armed Forces Reserve with "M" and silver hourglass, and Expert Pistol with silver "E". In his civilian occupation, Rear Adm. Clark is President of BC International, Inc., a global electric power industry consultant company (nuclear/fossil) engaged in addressing technical, operational and market issues in the U.S. and overseas as the impact of deregulation and privatization drive dramatic changes. He is currently focused on the U.S. electric power utilities and the emerging markets in Central/Eastern Europe. He sits on the Board of Directors for several domestic/international companies.
