Clark of Pennington was the recipient of a congressional "Beacon of Hope for All Americans" award during a ceremony at the National Education Association in September.The award, presented by Rep.Major Owens (D.-N.Y.) on behalf of the "Congressional Caucus Education Braintrust" was in recognition of Clark's " ... continuous, unselfish service to children and education ... "

    Over the past four decades, Clark has been an advocate and administrator for education policies, programs and services for underserved youth.Most recently, his youth activism has included a major leadership role with the Education Braintrust; conducting a nationwide research report for the U.S. Department of Labor Employment and Training Administration, Office of Job Corps; and federal af fairs representation for Schools for Integrated Academics and Technologies Inc., a nonprofit organization providing innovative, academic training to high school dropouts nationwide.

    Following a career as a youth- and adult-program executive with a Binghamton, N.Y., social work agency, and with the Akron Urban League in Ohio, Clark relocated to Washington in 1970.He became a senior lobbyist for Common Cause, the governmental reform organization founded by John Gardner, former Secretary of Health, Education and Welfare under Lyndon Johnson.

    In 1971, while still with Common Cause, Clark was elected chairman and CEO of the national coalition which successfully lobbied Congress for passage of the Home Rule Charter of the District of Columbia.In 1985, he was appointed staff director to the chairman of the District of Columbia legislature created under the charter.In 1985 he became the governmental body's first Intergovernmental Liaison Officer, with responsibility for the new legislature's relations with Congress, the federal executive branch, and international offices.

    Among many community service activities, Clark is the volunteer head of an organization providing lobbying education and training services to nonprofit groups -- especially those involved with youth education and dropout recovery.

    Clark attended Hopewell Valley schools and was a 1959 graduate of The Pennington School.He was senior class president and a member of the National Honor Society.He also captained the football and basketball teams, was a member of the baseball team, and in 1959, received three Pennington School awards -- Best All Around Athlete, Outstanding Contributor to Football, and Student Leadership Award.

    Clark received a bachelor's de gree in economics from Cornell University, where he continued his sports career as running back for the football team.He received a master's in urban studies from Occidental College and was a 1969-70 National Yale Urban Fellow.
