   Norris Clark is currently a non-attorney Financial and Regulatory Specialist with the firm Lord, Bissell & Brook, LLP. Prior to joining Lord, Bissell & Brook, Mr. Clark held various positions with the California Department of Insurance, where he served for 31 years. His most recent position was the Deputy Commissioner of the Financial Surveillance Branch, where he was responsible for all aspects of insurer financial regulation and monitoring within the Department of Insurance. During his career at the Department of Insurance, Mr. Clark also held the following positions: Chief of Financial Analysis Division, Chief of the Financial Analysis Bureau, Chief of the Tax Return Audit Bureau, and Senior Field Examiner. Mr. Clark was a chair of the following National Association of Insurance Commissioners (NAIC) committees until 2004: Chair, Accounting Practices and Procedures Task Force, Chair, Statutory Accounting Principles Working Group, and Chair, Emerging Accounting Issues Working Group. He was also the recipient of the NAIC Robert Dineen Award for Outstanding Service and Contribution to the Regulation of Insurance, and he is a past President of the Society of Financial Examiners. Mr. Clark holds a BS in Business Administration/Finance from California State University, Sacramento.
