   Marty Maupin, project manager for IDEM, said in a public letter that all comments must be limited to water quality. He wrote that IDEM will not consider comments or questions on other issues the road raises.

   Before the meeting, Martha Clark Maupin, branch chief for IDEM said public meetings for the permit aren't typical and could only recall such a state action when a golf course was proposed in Hammond several years ago. Mettler said she saw the need for the meeting after numerous contacts.
   
   She said IDEM has 120 days since the city's May 16 application to decide whether to issue the state's Section 401 water quality certification.
