Marsha Clark
Stoughton Police Department
Juvenile Officer Marsha Clark of the Stoughton Police Department developed a unique program in 1994 geared specifically towards the youth in her community. The program, entitled Safety Camp, is a three-day event, which focuses on interacting with and teaching basic, fundamental safety issues to children between the ages of eight and nine. Volunteers from the police, fire, and EMS departments donate their time to work with the youth of the community as "counselors."
Officer Clark visited Eden Prairie, Minnesota, in 1993 after hearing of a program geared towards developing relations with community youth; and built this into the 3-day event that is now in its 10th year. Funding for such an event can be difficult. Officer Clark volunteered literally hundreds of hours the first year and raised over $5,000, which increased to well over $10,000 over the course of the following years. The program currently costs $17,000, which the City of Stoughton is now fully funding.
Officer Clark has done an outstanding job gaining the support of the community for this program. She has done an exceptional job addressing the needs of the youth in her community. She has committed her time and energy essentially to get the entire community involved in raising of their youth.
Congratulations to Officer Marsha Clark for receiving the Category I - Law Enforcement Agency, under 20 sworn officers, award.
