Mr. Clark joinsThe PMA Group with twenty-one years of Department of Defense experience in Legislative Affairs, Financial Management, Logistics Management, Aircraft Maintenance, Program Management, and Configuration Management.He most recently served as the Special Assistant for Space, Intelligence and Special Operations Programs to the Assistant Secretary of Defense for Legislative Affairs.
Mr. Clark's Air Force career included six years with the Air Force Budget Liaison Office and DoD Legislative Affairs, and fifteen years experience in Acquisition Management.While in Legislative Affairs, he was responsible for developing and leading Congressional game plans for program reviews, hearings and travel with the Defense and Intelligence Committees.Prior to serving in Legislative Affairs, Mr. Clark was the Program Element Monitor for the Defense Support Program and the Space Based Infrared System Program.His responsibilities included the planning, programming, and budgeting of high priority, national programs.
After six years in Los Angeles working on the acquisition of the Defense Support Program and the newly established Space Based Infrared System Program, Mr. Clark assumed responsibility for Logistics Management of the Mobile Ground System for the Defense Support Program.He served as the Executive Officer during a complex transition for the program office when it became the Space Based Infrared System Program Office.
Mr. Clark's seven years experience in aircraft acquisition programs included Configuration Manager in the Aircraft Engine Program Office, with responsibilities for the F108, TF39, F117, F113, Pratt & Whitney Canada PT6A, and Garrett TFE 731 Engines.He then became the Program Manager for the F113, Pratt & Whitney Canada PT6A, and Garrett TFE 731 Engines and, finally, the Deployment Manger for the F110 Engine Program (F-16C/D).His accomplishments include the Alternate Fighter Engine competition, developing the first aircraft/engine warranty program, and deploying the first F-16C/D (F110 engine equipped) to the Far East.
Mr. Clark earned a B.S. in Basic Science from the United States Air Force Academy, Colorado in 1981, an M.S. in Human Resources from Chapman University, California in 1993, and is a graduate of the Program Manager's Course from the Defense Systems Management College, Virginia in 1994.
