    According to Laurence Clarke, a World Bank official for Southern Sudan, constructing a classroom block in Southern Sudan costs $250,000 - three times the cost in Angola ($80,000) and Liberia ($60,000).

    "I realise it's a large difference between the two [and] we know what is reasonable for post-conflict countries," he said in Juba, Southern Sudan's capital.The high price could arise from the fact that materials and labour are imported.

    "Initiatives to abolish fees should be well planned in advance, providing not only for replacement of fee revenue by public funds, but also taking into account likely substantial increases in enrolment, and the consequent need for increases in school inputs," he added.

    Clarke cautioned the government against adopting education reforms similar to those undertaken in Uganda, Malawi, and Lesotho, where the scrapping of school fees saw an increase in school enrolments, but not in the quality of education.

    "In these countries, enrolment surges without adequate advance planning and without commensurate increases in school inputs has led to significant erosion of quality.This type of experience should not be imitated, since the objective of the educational process is learning and not merely attendance.It is taking these countries several years to restore quality to what it had been earlier," he said.

Clarke said fuel prices in Zambia -- at about $ 1 per litre -- were among the highest in the region, noting that the prices often escalated because of more than 100 % taxation.With nearly 80 % of Zambia's 11 mm people living well below the World Bank poverty threshold of $ 1 a day, an upward trend in fuel prices has hurt disposable incomes.

    Privatisation of Tazama and the state power utility Zesco, state telecommunications company Zamtel and the Zambia National Commercial Bank (Zanaco) are key components of a debt relief package between Zambia and international lenders. Zambia qualified for relief under the enhanced Highly Indebted Poor Countries (HIPC) initiative in 2000, and its $ 7.3 bn debt is set to be cut by half when it reaches the so-called completion point in December 2003.Completion point refers to a record of consistent economic reform justifying HIPC benefits.Zambia requires some 600,000 tpy of fuel, most of it in its vast but troubled copper and cobalt mining firms.
