    Larry Clark, D-Louisville, indicated that he expects them to pass. "If they can't pass out of committee, we're in trouble. Nine of the committee members are co-sponsors of the bills," Clark said.

    Clark wasn't sure when or whether the bills would come up for a vote by the full House. "I won't call it up until I've got the votes," he said.

    The Rev. Nancy Jo Kemper, executive director of the Kentucky Council of Churches, which is a member of Citizens Against Gambling Expansion, said yesterday she does not think the bill will pass the General Assembly, in part because of possible disagreements within the horse industry.

    "I'm still, frankly, not sure they have an agreement," Kemper said, referring to Clark and the tracks.

    Kemper said legislators need to address the state's budget needs directly -- through a cigarette tax increase and tax reforms -- instead of through "attempts to get something for nothing."

    Clark has proposed a constitutional amendment to allow casino gambling at nine sites around the state -- five at racetracks and four elsewhere. The state estimates the casinos could generate $1.25 billion a year in revenue when mature, with the state getting 35 percent of that.

    Clark said he does not expect much revenue before 2006, with the casinos hitting full projections around 2011.

    Casinos would be at Turfway Park in Florence, Thunder Ridge in Prestonsburg, Kentucky Downs in Franklin, a site in downtown Louisville run by Churchill Downs, a Lexington site to be shared by Keeneland and The Red Mile, at Owensboro's convention center, along Interstate 24 near Hopkinsville, along Interstate 75 south of Corbin, and at another site along the state border, possibly either Ashland or Maysville.
