While county staff says cost savings is not the only motivation for the recommendation, savings would total $100,000 the first year alone and begin halfway through the 2006-07 fiscal year, according to Deputy County Administrative Officer John Clark.Staff concedes some savings may be negated if others are given pay increases as more is demanded of them.

Actual savings will not be determined until January 2007, when the combined auditor-controller/treasurer-tax collector would take office.

In a report to supervisors, Clark explains the consolidation could increase efficiency and customer service.
    ...
Consolidation among elected offices is a trend among counties, such as, Merced, San Benito, Mendocino and Santa Barbara, according to Clark.

Clark said, in addition to saving money, the consolidation will allow government positions to be more efficient and enhance public services.

As of now, Yolo County has separate positions for the assessor, who determines the amount of taxes; treasurer-tax collector, who collects the taxes, and an auditor-controller, who distributes and spends the taxes.

Consolidation among elected offices has become a common trend in other counties, such as, Merced, San Benito, Mendocino, and Santa Barbara, according to Clark.

Both the auditor-controller and treasurer-tax collector have been notified and agree with the change, Clark said.

"Virtually all Yolo County employees have received cost-of-living increases in the last year and a half," said John Clark, deputy chief administrative officer."The charge is out there that the supervisors are being unfair in taking a pay raise, but I'm not sure that's a fair criticism since they went 18 months without a raise."

Supervisor Pollock said she abstained from voting on the 2002 ordinance that changed the way supervisors are paid. While she appreciated tying salaries to a percentage of judges' pay, she thought the increase supervisors took at that time was too high.

John Clark, deputy county administrative officer, gave two examples of average county employees who would suffer a reduction of $34 to $44 per paycheck, depending on salary. The 4 percent reduction in pay would be deducted over the course of a year.

"You either buy the policy argument - that it's better to have furloughs than put 60 people out on the street - or you don't," Clark said."We have a limited range of options."

Several employees said the county should search harder to find savings before it cuts employee salaries.

"We do have a cost-savings team made up of rank-and-file employees that has been meeting for some time and has come up with great ideas," Clark said."But the ideas may not be sufficiently large to close the gap.

"We've been ratcheting down and saving costs and going into a hiring freeze for more than two years and will have bad years for at least another two years. We've been in this for a while," Clark added.
