    "There's been a big downturn in manufacturing, so that definitely affects everyone involved," said Jane Clark, manager of the Aurora office of Manpower Inc. "As companies in the area have cut their staff, they have cut temporary staff as well," Clark said.

    According to the CMC report, the U.S. Bureau of Labor Statistics has historically undercounted the number of workers employed in manufacturing by excluding temporary help. For example, while the bureau reported an increase of only 570,000 manufacturing jobs from 1992 to 1997, the study estimates manufacturing employment increased during that period by about 1,075,000. Temporary help workers accounted for the difference.

    Of all temps in the United States, 29.7 percent are employed in manufacturing, according to the U.S. Department of Labor. The only group with greater representation is the service industry, with 38.7 percent of the temporary work force.
