"They should be upset that it's not going to change anything," Clark said.With so much damage in the forest already, he said the idea that nothing needs to change is "absurd."
On last year's Earth Day, Forest Service Chief Dale Bosworth identified off-road recreation as one of the four greatest threats to national forests, according to Clark.

"They should put their money where their mouth is," Clark said, adding that the proposal also needs a time frame for completion.He said a two-to-three-year deadline would give the forest officials an incentive to get the ball rolling.
Clark blamed the proliferation of illegal routes on the lack of funding and a lack of enforcement on the part of the Forest Service.
The proposal's punch comes in its banning of "go-anywhere," cross-country travel in forests.
"The days of cross-country travel are pretty much gone," he said.
