    Paul T. Chubick, CPM®

    Paul T. Chubick, CPM®, is the President of Buckingham Property Management.Since founding the firm in 1982, he has managed residential real estate: conventional and sites operating under any number of federal, state, and local housing programs.His firm currently manages approximately 2,400 units at forty sites.

    Before forming Buckingham Property Management, Mr. Chubick worked for Systech Financial Corporation for more than nine years.He advanced from Assistant Resident Manager for one site to Division Manager of more than twenty-five sites extending across most of California.He has been involved full time in various aspects of residential property management since 1973.

    Mr. Chubick has been active in his chapter since its founding in 1977.He has served as President of the local IREM chapter and been awarded the Certified Property Manager ® of the Year Award.He has been a member of the chapter's board for more than ten years and held most committee chairs during that time.

    He has been a member of IREM's National Governing Council for approximately eight years.And was a member of several national committees including Fair Housing, the National Housing Liaison Committee, and the Computer and Technology Committees.He was awarded the Professional Achievement Award for activities on a National and local level.

    He has been a member of IREM's faculty since earning the Certified Property Manager® designation in 1978.He has taught the ACCREDITED RESIDENTIAL MANAGEMENT® course and Introduction to Commercial Property Management.

    Mr. Chubick has written and administered a class in the USDA Rural Development 515 program since 1989.The course book is over 200 pages and used as the sole course text for quarterly courses taught each year in California.This course is one of two that meets California's Rural Development Certified Manager Requirements.

    Paul T. Chubick has been a member of the Rural Builders Council of California for nearly twenty years.He has served on their Board of Directors for fifteen years.This nonprofit group works actively with the USDA Rural Development to advance affordable housing and improve ongoing operations.He is also a member of the National Association of REALTORS, California Association of REALTORS, and the Fresno Area Board of REALTORS.

    PAUL CHUBICK Mr. Chubick, the President of Buckingham Property Management, holds the professional designation of Certified Property Manager (CPM®) awarded by the Institute of Real Estate Management (IREM®).To qualify for the designation a candidate must complete an extensive program consisting of specialized courses including but not limited to marketing, human resources, asset management, maintenance operations and investment analysis.A candidate must also demonstrate proficiency via a serious of tests, possess 5 - 10 years of full time property management experience, submit several letters of recommendation, participate in the local IREM Chapter and abide by the Code of Ethics as established by the Institute.CPM® skills encompass the full spectrum of real estate management that is critical to professional performance.

    Mr. Chubick is a California Real Estate Broker, holds the Graduate of Realtors Institute designation, and is a three term past president of the Institute of Real Estate Management's San Joaquin Valley Chapter.Mr. Chubick was selected as the 1988 and 1989 Manager of the Year by the Institute of Real Estate Management-San Joaquin Chapter.Mr. Chubick is an accredited instructor for the Institute of Real Estate Management and has taught property management at Fresno City College.Mr. Chubick has served on the Governing Council for IREM National and is one of only 32 people nationally to hold the Institutes Professional Achievement Award.

    Mr. Chubick was retained by the California Council for Affordable Housing (CCAH) to develop, operate and teach courses on USDA Rural Development Multi housing occupancy requirements.This is one of only two classes leading to the Certified Manager designation now being required by USDA Rural Development on their communities.Over 4,000 students, including RD personnel have attended these classes in California and Nevada since 1989.

    Mr. Chubick is also active in the California Apartment Association where he will serve as President of the Greater Fresno Chapter for years 2005 and 2006.Buckingham Property Management has participated in the Mark of Distinction award ceremony and has been recognized by receiving numerous awards including Rental Community of the Year, Resident Retention Program of the Year and Community Manager of the Year.
