PAUL CHUBICK Mr. Chubick, the President of Buckingham Property Management, holds the professional designation of Certified Property Manager (CPM®) awarded by the Institute of Real Estate Management (IREM®).To qualify for the designation a candidate must complete an extensive program consisting of specialized courses including but not limited to marketing, human resources, asset management, maintenance operations and investment analysis.A candidate must also demonstrate proficiency via a serious of tests, possess 5 - 10 years of full time property management experience, submit several letters of recommendation, participate in the local IREM Chapter and abide by the Code of Ethics as established by the Institute.CPM® skills encompass the full spectrum of real estate management that is critical to professional performance.
Mr. Chubick is a California Real Estate Broker, holds the Graduate of Realtors Institute designation, and is a three term past president of the Institute of Real Estate Management's San Joaquin Valley Chapter.Mr. Chubick was selected as the 1988 and 1989 Manager of the Year by the Institute of Real Estate Management-San Joaquin Chapter.Mr. Chubick is an accredited instructor for the Institute of Real Estate Management and has taught property management at Fresno City College.Mr. Chubick has served on the Governing Council for IREM National and is one of only 32 people nationally to hold the Institutes Professional Achievement Award.
Mr. Chubick was retained by the California Council for Affordable Housing (CCAH) to develop, operate and teach courses on USDA Rural Development Multi housing occupancy requirements.This is one of only two classes leading to the Certified Manager designation now being required by USDA Rural Development on their communities.Over 4,000 students, including RD personnel have attended these classes in California and Nevada since 1989.
Mr. Chubick is also active in the California Apartment Association where he will serve as President of the Greater Fresno Chapter for years 2005 and 2006.Buckingham Property Management has participated in the Mark of Distinction award ceremony and has been recognized by receiving numerous awards including Rental Community of the Year, Resident Retention Program of the Year and Community Manager of the Year.
