    Mel served in the US Army during WWII, and then went on to spend three years in a Benedictine Seminary at St. John's University in Collegeville, MN.He received his BA in history at Marquette University in 1951 and his Jurist Doctorate from the University of North Dakota Law School in 1955.Then he entered the US Department of Justice under the Attorney General's Recruitment Program for Honor Law Graduates.

    In 1963, Mel moved to the US Arms Control and Disarmament Agency.From then until his retirement, he received agency honor awards for work connected with negotiations abroad as well as work in Washington.A member of the Career Senior Executive Service, he served as Executive Assistant to three Agency Directors.After he retired as a full-time arms controller, Mel continued as a special advisor to the Director and his Deputy until the Agency was merged into the State Department in 1999.A profile of his early arms control work appeared in the St. Johns' University magazine in 1989, and in 1991 he received the University of North Dakota's Alumni Association's highest honor, the Sioux Award.

    Mel and his wife raised a daughter, Katy (Mrs. David Gilbert) of Silver Spring, MD and son, Brian Christopher (wife Ann Imhof) of Vienna, Virginia.
