    NSW Democrat MLC, Dr Arthur Chesterfield-Evans has criticized the Carr government's proposal to disband the Health Care Complaints Commission (H.C.C.C.) before a parliamentary inquiry into the health care complaint handling system has even started.

    Dr Chesterfield-Evans is a member of an Upper House Parliamentary committee conducting an inquiry into the state's health care complaint handling system and is demanding that the Carr government hold off any significant reforms until the committee has tabled its report by June.

    The committee hasn't even started hearings and the proposed reforms as outlined in today's Sydney Morning Herald appear to pre-empt what the committee may find out and eventually recommend," he said.

    The I.C.A.C. and Walker SC inquiries are still taking evidence.Why is the Carr government so keen to act without waiting for a sensible and full assessment of the facts?"he said.

    It's just an attempt to "spin" and control damage that may come out during the course of the Parliamentary inquiry in Health Car complaints handling."

    This is typical of the Carr government who are more concerned about ‘spin' and limiting political damage than solving the crisis in public health.What is the point in establishing three separate inquiries into Macarthur Health Services and not even waiting for the recommendations before you change the system?"Dr Chesterfield-Evans concluded.

    The story is that:Sereanna Naikelkele, a long-time Villawood detainee, is being threatened with deportation.As Sereanna is a visa-overstayer from Fiji, this would normally be unsurprising, but her circumstances are somewhat unique.She is accompanied by her 5 children, all under 12, who are NOT to be deported with her - so her family will be further shattered by DIMIA's latest action.Each of Sereanna's children was born and/or registered in unique circumstances that complicate the matter.As I understand it (but might be a little off track here and there), the two eldest were born in Fiji, with the younger accompanying her to Australia on a tourist visa and the elder following later.In Australia, she had two more children with a naturalised Fijian father from whom she has subsequently separated, which presumably entitles the children to Australian citizenship.Having violated her visa conditions, she was detained at Villawood some time in 2001 and shortly afterwards gave birth to Glen, now 3 years old.The 3 youngest of her 5 children have been with her in Villawood - one of those anomalies where the elder two are Australian citizens but are detained in DIMIA's gulag system of IDCs.

    Besides the obvious and reprehensible human tragedy of the separation of a mother from her 5 minor children, the committal of the 5 children to virtual orphan status with its associated unnecessary strains on our social services is just plain stupid.

    NSW Democrat MLC, Dr Arthur Chesterfield-Evans, has called on the Carr government to introduce Tobacco Licensing legislation for retailers in N.S.W.

    A survey released yesterday titled The health behaviours of secondary school students in NSW conducted by NSW Health and the NSW Cancer Council found while the number of young teens who attempt to buy cigarettes has declined, 37% of those who tried did said they have never been refused service and 35% had never been asked for proof of age.

    "As smoking behaviours are well established before the end of teenage years, these figures show that many young people are still getting hooked on tobacco," he said.

    NSW Democrat M.L.C., Dr Arthur Chesterfield-Evans, has criticized aspects of the Carr government's Metropolitan Water Management Plan announced today.

    "The Federal Democrats initiated the 2002 Senate Inquiry into Australia's Urban Water Management and it is very encouraging to see the Carr government adopting some of it's recommendations in particular: the pricing of portable (drinking) water closer to a real market value and the expansion of recycling gray water technology for household use."he said.

    However, Dr Chesterfield-Evans has expressed opposition to plans to construct outlets at lower levels in dams to access more water."The Carr government is going to spend $780 million of tax payers money to access water at the bottom of dams and to pump water from Shoalhaven.This still assumes that enough rain will fall to recharge dams and aquifers in the catchment area, which is a bit rich when we go through a drought cycle ever 7 years!We also need to consider the possible effects of Greenhouse gas emissions from generating enough energy to pump water over 100 kms," he said.

    "Extracting water from the bottom dams will not solve the problem, neither will hoping for a regular flood in Shoalhaven," he said.Dr Chesterfield-Evans is very concerned about the amount of money being allocated to Demand Side Management (D.S.M.)"The Carr government has proposed a $30 million a year Demand Side Managment fund as an incentive for industries to conserve water.I am concerned that this will be inadequate," he said

    "For the $780 million proposed to be spent on infrastructure, we could use D.S.M. to ensure efficient water use for all consumers in Sydney over the next 26 years!"he said.

    "I am waiting for more details on government's Metropolitan Water Plan, but as policy makers we need to focus improving water efficiency over the long term, not depleting the water supply out of aquifers and dams in the short-term," Dr Chesterfield-Evans concluded.

    CPSA is saddened by the political demise of Upper House stalwart Arthur Chesterfield-Evans, nicknamed ACE, who is a staunch campaigner for the rights and living conditions of the disadvantaged.

    It was he who was instrumental in getting up the Dental Inquiry and the Funeral Industry Inquiry to name but a few things.

    Recently, he also played his part in overturning the interstate ambulance arrangements that would have had NSW pensioners fork out $900 if they had to use an ambulance in Queensland. Arthur pursued the Health Minister with Questions-without-Notice until the NSW Government caved in.
