   Resettlers and affected community are primary stakeholders of resettlement activities. Comparing with government, owner and design institution, resettler is always in vulnerable. Although resettlers are contributors to the project, sometimes, their interests cannot be addressed and protected. They have no voice or weak voice, at the same time, local government or design institution are lack of participatory consciousness, human resources and capacities, so there is no effective participatory mechanism established in resettlement activities. Thus, the shortage of effective participation approaches in resettlement activities may lead to affected people in poverty. So it is necessary to formulate a participation module, which will be used in different stages of resettlement activities. -Shaojun Chen
