China's new accounting rules, which are close to international standards, will improve the international image of Chinese firms, Nancy Chen, Senior Financial Management Specialist of the World Bank (WB), said on Monday.
The new accounting norms took effect on Jan. 1, 2007. Nancy Chen said, "The new accounting rules will substantially improve the transparency of Chinese company accounting, and help Chinese companies gain credibility with foreign investors." The new norms will also help Chinese business list overseas, slashing the cost of offshore listings, according to Nancy Chen. Chen is in charge of the WB China Accounting Reform and Development Project, which started in 1999 and is due to be completed at the end of 2007. The project is designed to aid the Chinese Ministry of Finance to reform the accounting system. She said that China's new accounting regime has norms similar to International Financial Reporting Standards. The training of professionals, involving the establishment of three state accounting colleges --in Beijing, Shanghai and Xiamen, a coastal city in east China-- has been accelerated. Chen said the World Bank is delighted to be able to provide technical support and make proposals for China's accounting reform and development. It is reported that the WB's next step will be to help China work out detailed rules for in-house control of corporate accounting. Nancy Chen said she was very confident about the enforcement of China's new accounting rules. -
