Harry Chen, director of Oakland's Office of Information Technology, spent most of his career in the private sector, so he says he has seen IT "from both sides now."

Before Chen joined Oakland's technology team in 1997, he worked for Packard Bell NEC Inc. of Westlake Village, Calif., AT&T Corp. and Wells Fargo and Co. of San Francisco.

Chen graduated in 1976 from the University of California at Santa Cruz with a bachelor's degree in mass media and communications. In 1993 he received a master's in business administration from the University of San Francisco.

Chen advised Oakland's former mayor, Elihu Harris, on technology projects and said he is looking forward to working with the new mayor, Jerry Brown.

Chen spoke about his city's IT plans with GCN/State&Local.

CHEN: Oakland is a great town with an inferiority complex.

Harry Chen, City of Oakland Chief Information Officer

The City's Office of Information Technology (OIT) began a full court press today to reach Oakland residents with information about how their city is doing with Year 2000 (Y2K) compliance, and what citizens themselves can and should be doing to prepare for the end of this century.

"Until recently the City has been focusing to a great extent on our internal processes and systems," said Harry Chen, Chief Information Officer. "We are very excited to begin our community outreach to Oakland residents about the Year 2000 issue."

In announcing the creation of a Y2K hotline (510-238-4Y2K) and the addition of Year 2000 information to the City's website http://www.oaklandnet.com/government/y2k, Chen touched on just two of the City's current education and outreach efforts. The Year 2000 Task Force has created a Y2K Speaker's Bureau (510-238-4487), with city employee volunteer interpreters for Spanish, Vietnamese and Cantonese. Pre-production has begun on a Year 2000 television program to be distributed to local residents and community groups, and aired on the City's public access channel, KTOP.

"The Year 2000 Task Force has been working closely with Oakland community based organizations to reach the widest possible audience. We are now increasing our efforts.
