   Chen was born in Taipei , Taiwan. She received B.S. degree in Communication Engineering from National Chiao-Tung University , Taiwan , and Ph.D degree in Electrical Engineering from Columbia University , New York.
   
   Dr. Chen is currently Senior Manager in IBM Internet Division where she is responsible for the development of the HotMedia product. HotMedia is IBM¡¦s flagship interactive media offering for Internet and Enhanced TV applications , with a primary focus to media-enable e-business through backend integration with tracking , personalization , transaction and commerce engines. She joined IBM Research in 1982 and has worked on various research areas including compression , Queueing Theory , network protocols and architectures , and multimedia applications.
   
   From 1995 to 1997 she was on assignment in China , first as Program Manager for Broadband Networking responsible for deploying multimedia applications over broadband networks , then as Assistant Director of IBM China Research Lab , where she managed activities in networked multimedia technologies and solutions.
   
   She returned from her China assignment to IBM Watson Research Center in New York as Senior Manager , Interactive Solutions , prior to assuming her current position.

   Dr. Chen co-founded and is chairing the Multimedia Signal Processing Technical Committee of the IEEE Signal Processing Society. He currently serves as Associate Editor for IEEE Trans. on Image Processing and IEEE Trans. on Multimedia. He also served as Associate Editor for IEEE Trans. on Circuits and Systems for Video Technology from 1996 to 1999. He serves on the Steering Committee of IEEE Trans. on Multimedia and the Editorial Boards of IEEE Signal Processing Magazine , Marcel Dekker Signal Processing Series , and Kluwer Journal of VLSI Signal Processing Systems for Signal , Image , and Video Technology. Dr. Chen is a member of the IEEE Circuits and Systems Society's Technical Committees on Multimedia Systems and Applications and on Visual Signal Processing and Communication. He co-chaired the First IEEE Workshop on Multimedia Signal Processing. He is also a technical co-chair of the First IEEE Conference on Multimedia and Expo. Dr. Chen has published tens of technical papers and holds five U.S. patents. He received the Charles Wilts Prize for outstanding independent research in Electrical Engineering leading to a Ph.D. degree at the California Institute of Technology. Dr. Chen is a member of the Phi Tau Phi Scholastic Honor Society.
