Edmund Chen graduated with a master's degree in Law from National Taiwan University of Marine Science & Technology. After 2 years army service, in which he served in the Legal Affairs Department on Mastu Island, Edmund Joined OVAS (the Taiwanese representative of CTC Services) in 1982 and took over the responsibility of running the office in 1987. During his time with OVAS he has gained considerable experience in all aspects of hull and cargo work and of Taiwanese insurance law and practice. Edmund is a member of the Taipei Surveying Association. He is also a fellow researcher and occasionally an appointed arbitrator to the marine section of the Commercial Arbitration Association of the Republic of China (R.O.C.)
