   Born in Taiwan, R.O.C., Charles Chen received his Bachelor of Science degree in Hydraulic Engineering at the Fung-Cha University.He came to United States in 1986 where he received his Master of Science degree in Computer Information System from St. Mary's University at San Antonio, Texas in 1988.Mr. Chen then spent 15 years developing customized computer systems for telecommunication industries, and is currently the owner and President of CLC Billing Services, Inc.Mr. Chen is currently serving as Chairman of the Board of the San Antonio Chinese Culture Institute, and is also an advisor for the Chinese Society of San Antonio.
