    Prosper Chemouil is Director of Research Programs in the domain of Network Traffic Engineering and Control at France Telecom Research and Development.

    Prosper graduated from École Nationale Supérieure de Mécanique de Nantes in 1975 and obtained a PhD in control engineering in 1978. He joined the Centre National d'Études des Télécommunications (now France Telecom Research and Development) late 1980. Since then he had been a member of the Teletraffic and Network Planning Section where he was the Head of the "Network Management and Traffic Engineering" Department until the end of 1998. He has been involved in the modelling and control of telecommunications networks such as data networks, common channel signalling networks, circuit-switched networks and intelligent networks. As such he has coordinated and contributed several projects, including those on the introduction of adaptive traffic routing systems and on the renewal of the network traffic management systems of the French circuit-switched network

    Prosper is Vice-Chairman of the Service and Network Operations group (SNOg). He has been Vice-Chairman of ITU Network Management Development Group (NMDG), now SNOg since 2003, from 1994 to 2000, and Vice-President of WP 2/2 (Network Assessment) of Study Group 2 (Network and Service Operations) from 1997 till 2000. He He has also been very active on Questions related to Network Management, Routing and Traffic Engineering. Previously, he has been involved in other activities of ITU-T, formerly CCITT, such as GAS 10 in the domain of Traffic Forecasting (where he has developed methods and a software tool - FAKIR -, which has been distributed widely worldwide), Signalling and TMN (he has represented SG2 at the Joint Coordination Group on TMN). He also participated in the work of ETSI related to Object Modelling of Traffic Management Activities for TMN.

    Prosper has also been invited, as an expert on Dynamic Routing and Network Management, in conferences and seminars organized under the umbrella of UNDP and ITU.

    Prosper Chemouil has initiated and coordinated several national and international projects related with routing and network management issues through multi-lateral cooperations. He has also supervised several scientific collaborations with research centres and universities in France. In addition, he has been an expert on telecommunications in the control engineering field for the National Research Council and for the Ministry of Research and University. From 1998 till 2001, Prosper Chemouil has been chairing the Network Architecture and Telecommunications Systems Committee of the French Forum on Telecommunications Research.

    Prosper has been involved in the organization of several conferences and workshop. He has been the Chairman of the European Network Planning Workshop and he is currentlythe French Representative of the International Advisory Committee (IAC) of the International Teletraffic Congress (ITC). In particular, he has been the General Secretary of the 14th International Teletraffic Congress held in France in 1994 and he has been Vice-Chairman of the World Telecommunications Congress that occurred in Paris in September 2002. He is presently the Vice-Chairman of the Technical Program of the International Communications Conference (ICC 2004) to be held in June 2004. He wrote more than 50 papers published in international journals or presented in conferences. He has also been lecturing in engineering schools and for continuing education in telecommunications.

    Before joining France Télécom, Prosper worked in 1979 in a subsidiary of the Alstom Group where he has coordinated and developed anti-heaving systems for oil drilling research in the North Sea. In 1980 Prosper also spent one year at the University of Manchester Institute of Science and Technology, Manchester (UK) on a sabbatical leave granted by INRIA, the French Institute on Computer Science and Control Engineering.

    Prosper has been nominated for the "Engineer of the Year" in France in 1995 and was awarded by SEE, the French Society of Electronical and Electrical Engineers, the Blondel Medal in 1996 for his contribution in traffic engineering and management. He was also awarded the Ampère Medal by SEE in 2003 for his involvement in the Scientific Community.
