Thomas Chellingsworth (Brussels office) has been a member of NautaDutilh's EU and competition and energy law departments since 1997. He has filed numerous merger control notifications, and has represented clients before the European Commission and the Belgian Competition Council in complex second phase merger proceedings as well as in cartel and abuse of dominance cases.
Thomas has wide-ranging experience of litigating before the Court of Justice and Court of First Instance. His experience includes appeal proceedings against European Commission cartel decisions and infringement proceedings against national authorities for incorrect transposition of EU environmental legislation. He also assisted the Belgian government in the leading case regarding Luxembourg's banking secrecy laws.
In the field of energy law, he assisted a series of public gas and electricity companies in the transition from a regulated to a liberalised market, in particular as regards the unbundling of supply and distribution, the negotiation of supply and network access agreements and regulatory compliance. He has considerable experience of judicial review proceedings regarding network tariffs.
Thomas has published numerous articles on competition and energy law, and is a contributor to the EC Competition Law Handbook, a standard reference work for competition lawyers, which is updated annually.
He graduated from the University of Antwerp in 1996 and obtained an degree in European law from the University of Ghent a year later. He was admitted to the Brussels Bar in 1997.
