   According to ANEJ Chairman Sidi El Moctar Cheiguer, "Now is the time to act" on global warming and the challenges of environmental governance. A Mauritanian native, Cheiguer noted that these challenges do not distinguish between poor and industrialized countries, emphasizing the need for all to take action.
   
   Himself a journalist, Cheiguer further remarked that "An Inconvenient Truth", the documentary of former United States Vice President Al Gore, as well as Francois Patrick Hulot's movie "Ecological Pact" are clear indications that there is a sudden and increasing environmental awareness around the world.
