   In a later phone interview, Jane Cheeks, state AIDS director at the Alabama Department of Public Health, said the government is still working off a 1990 formula that favors the big cities hardest hit at the time. Now, she said, the epicenter of the epidemic has shifted and most of the 10 states with the highest rates of new HIV infection are in the South. Alabama ranks eighth, she said.
