    Nathalie Chaze, an administrator at the European Union's Ministry of External Relations, said European officials plan to submit a request for consultations to the Textile Monitoring Body, an arm of the WTO, next week.

    EU officials were waiting to see how legislative proposals made by the Clinton administration fared in Congress before its adjournment, Ms. Chaze said. In an effort to avert a trade war, the administration this summer submitted bills that would amend existing trade regulations to give European textiles and scarves smoother access to the U.S. market. Ironically, the legislative proposal failed to mollify EU officials because it do not include all finished textile products, like table cloths, sheets and pillowcases.

    U.S. officials contend a 1997 settlement negotiated between U.S. and EU textile trade officials only applied to fabric and silk accessories. But U.S. importers and EU officials claim it also encompassed the finished textile products. U.S. textile manufacturers, which opposed the provision in a July 1996 rule of origin change that set off the trans-Atlantic dispute, said the EU-U.S. textile pact did not encompass flat goods.
