   Our Executive Director, Crystal Payne, is Chinese-born American with extensive cultural knowledge and strong connections to China. Crystal is an attorney specializing in adoption and has served on the JCICS Board of Directors and the HFC Board of Directors before joining the agency. Crystal started the China program at HFC, has visited China several times, has met with the CCAA in person and has firsthand experience working with families in the China adoption program.

   CRYSTAL PAYNE, of counsel and a member of the Georgia State Bar, obtained her Juris Doctorate at the University Of Georgia School Of Law after achieving her undergraduate degree from Emory University in Political Science and English. Born in Atlanta, Georgia, she is the oldest of three who have pursued careers as Attorneys and an Engineer. Ms. Payne has extensive experience with International Adoptions, Child Support and Immigration Law. Throughout her career, before joining The Reeder Law Firm team, she worked in-depth with U.S. officials and overseas for many years. In addition, Ms. Payne has served as a national conference speaker for the Joint Council on International Children's Services. Furthermore, she is currently studying to obtain her MSW to better serve families and children.
