    Jay Chawla is a Patent Agent in the firm's Litigation department. He joined the firm in 1999 and is resident in the Reston office.

    His practice focuses on the counseling of clients on intellectual property issues, particularly patent prosecution, licensing, and litigation.

    Mr. Chawla's technical experience includes a wide range of communications systems technologies, including RF, packet and circuit switched technologies, communications standards, digital signal processing, network security, encryption, compression, routing, and information theory ; control systems ; hardware ; a wide range of software issues ; algorithms ; electrical, mechanical and electro-mechanical processes and systems ; satellite and GPS technologies ; and telephony.

    Prior to joining Cooley Godward, Mr. Chawla worked at the MITRE corporation as the leader of a 14-member team of programmers and aviation technology experts. The team's objective was to integrate GPS technologies and various augmentations ; as well as other communications, navigation, surveillance, and air traffic control technologies ; with a detailed financial plan including user fee structure to allow various countries to improve their aviation infrastructures. While with MITRE, Mr. Chawla also did significant work in modeling and simulation, advanced navigation systems technology, computer network management technologies, network management standards, and several software technologies for distributed processing and group workflow.

    Prior to his work at MITRE, Mr. Chawla worked at Stanford Telecom, where he was active in the communications standards community. He also served as a telecommunications consultant ; assisting clients with IVR, ACD, PBX, and call accounting technologies.

    Mr. Chawla also served as a civilian employee of the Navy, where he developed sophisticated navigation algorithms and adaptive tracking algorithms for use with phased array radar systems.

    Mr. Chawla will enroll in the JD program at Georgetown University in the Fall of 2000. He will receive a Ph.D. in Electrical Engineering from the University of Maryland, College Park (UMCP) in August 2000. He received an M.S. in Computer Systems Management from the University of Maryland, University College, in 1996. He also received an M.S. in Electrical Engineering from UMCP in 1995, and a B.S. in Electrical Engineering and a B.S. in Mathematics from UMCP in 1991.

    Mr. Chawla is admitted to practice before the U.S. Patent and Trademark Office.
