Noble Neil was born and educated in St. John's, Newfoundland.Prior to his current position as President of the Construction Labour Relations Association of Newfoundland and Labrador Inc.., he successfully owned and operated an electrical contracting business.In 1966. he was initiated into Saint John's Lodge No. 579. which is now under the Registry of Newfoundland & Labrador (R NF & L) and served as its Worshipful Master in 1974.He is a member of four York Rite bodies, a past Most Puissant Sovereign of the J. Charles Moores Conclave No. 21, a member of the Terra Neuve York Rite College, No. 184 and the Royal Order of Scotland.He joined Philae Temple in 1969 and became a founding member of Mazol Shiners in 1982.He served as President of the St. John's Shrine Club in 1975 and is a member of several other Shrine Clubs throughout the Province.He is also a member of the Royal Order of Jesters Court No. 196.He served as the Most Worshipful Grand Master of the Grand Lodge of Newfoundland and Labrador from 1998-2000 and holds Honorary Rank in the United Grand Lodge of England and the Grand Lodge of Alberta.

Neil has been active in many community organizations.He and Lady (alga reside in Mount Pearl and have been blessed with four wonderful children.Dawn.Lynn.Christopher.Christa. son-in-law Ken and grandchildren Noah and Monika.
