Julian Chang is Legislative Affairs Vice President for AT&T's Pacific Region.In this position, Julian helps create, set, oversee, and implement AT&T's legislative strategy in the Pacific states.From 1997 until 2000, Julian was AT&T's Senior Attorney for regulatory matters and handled a broad range of telephony and broadband regulatory and policy issues dealing with unbundled network element (UNE) pricing, local competition, deregulation of incumbents, resale, industry performance measures and customer service issues.From mid 2000 to mid 2001, Julian was Public Policy Counsel at BroadBand Office, a telecom start-up venture.At BBO, Julian worked with current FCC Commissioner Kathleen Abernathy and with former FCC Commissioner Rachelle Chong.

Previous to joining AT&T in 1997, Julian was in private practice at one of California's top 20 law firms as an accomplished litigator specializing in representing directors and officers.Julian was born in Kuching, Malaysia and was raised in Vancouver, B.C. Canada.He is a graduate of Pacific Union College and the University of San Diego School of Law.
