"The store was built on a piece of property that the city had deemed unusable and we were able to convert," Target store manager Valerie Chadwick said.
In addition to its merchandise offerings, the new store features a food court with a Pizza Hut counter, a Starbucks coffee stand and a pharmacy.
The new store's design and layout have been slightly altered from the older design to make the space more open and "user-friendly," Chadwick said.
For example, the shoe department shelves have been reconfigured from older models to be shorter and more accessible.The electronics area also was redesigned to facilitate conversations between workers and customers.
"Before, you had to talk over the displays," Chadwick said."We took all of the displays down and put the cameras on a wall."
While the store's soft opening is today, the grand opening is slated for Sunday.
"It'll be a grand opening to the guests," Chadwick said."We will have some great prices in the store that only the community (and not other Targets) will have."
The retail chain also plans to give grant money to local organizations.
"Target does a great job of giving back to the community," Chadwick said.

Chadwick said the store, West Covina's second Target, will employ about 280 people.
