    Alfonso Casso, manager of the Comptroller's Local Government Assistance group, said the goal is not only to eliminate and streamline reports, but also to eventually collect them all in a centralized electronic database.

    The objective is to have all the records electronic, and have them all directed to one agency, Casso explained. Then other agencies can go to the clearinghouse to extract what they need.

    Much of the information state agencies now gather is limited in usefulness because of the lack of an information-sharing system, it is pointed out. Many agencies collect the same or similar information from cities and counties, but do not share it with each other.

    Local entities would have to be online to use an electronic clearinghouse, and many local governments have yet to embrace technology, Casso said. Lots that are online may not have a Web site, or one official might have e-mail, but other government employees are not on a network.

    Creating a database listing every report the state requires from city and county government was the first step for the Comptroller's office. Data is now being analyzed to determine which reports can be eliminated. Local governments are being surveyed to help eliminate redundancies in state-funded telecommunications networks.

    One problem, Casso added, is that state law often requires cities and counties to file reports on specific forms, which must often be on paper. This can take lots of time. Just being able to download, enter, print and transmit them on a computer would be a vast improvement.

    Nobody is sure just how many reports the state requires, but it is not nearly as many as they have been getting.

    When data on the Comptroller group's survey is presented to the Legislature in 2003, Casso predicts, "It's going to be a real eye opener to see what the state actually requires."

    There also seems to be good reason to be optimistic that a significant amount of wasted time and expense will be eliminated in coming months by both state and local record keepers. Taxpayers should applaud.
